League setting questions and are some locked after the season starts?

No problem on the questions. You are correct about how the bye week works, and the post season setting. If you don't want a post season just set its number of weeks to 0.  You won't need to change the missed game weight number as it automatically adjusts to the number of games in the week if under the value you set.
